    Here=92s an update = of events=20 from the last week in local government: =

    The=20 motorcycle club Rip City Riders will host a concert featuring the Flaunt = Girls,=20 a burlesque-type show, and Skid Row, a heavy metal band, on July 9 near = Veterans=20 Memorial Park as part of its annual summer fun run event.=20

    At its March 21 meeting, the Klamath = Falls City=20 Council awarded the club a conditional temporary use permit, stipulating = a=20 maximum decibel level for music and security requirements for a crowd. = The club=20 expects attendance to top 4,000 people. =

    Council=20 member Bud Hart asked that the hired security company submit a security = plan for=20 the Klamath Falls Police Department to review for effectiveness before = the=20 event. Police Chief Jim Hunter suggested a June 15 deadline for review.=20

    While = the=20 concert will be on private property, near the corner of Timber Mill = Shores Drive=20 and Klamath Avenue, its proximity to a public park and downtown led city = staff=20 to consider public impact and ask for a public hearing as part of the = temporary=20 use permit.

    City Manager Rick Whitlock = asked Rip=20 City Riders president Jeff Bush about the nature of the performance: = =93Flaunt=20 Girls is a provocative name,=94 Whitlock said. =93Could you characterize = the type of=20 entertainment?=94

    =93It=92s a little = risqu=E9,=94 Bush=20 said. =93But they don=92t get naked or anything.=94=20

    Community Development Director Sandra = Fox noted=20 the stage would face Lake Ewauna, so the performances would not be = visible from=20 the street and sound would carry over the lake, not toward downtown.=20

    Performances will be from
6 to 10 p.m. on four privately owned lots of = Timber Mill=20 Shores and an adjacent county-owned parking lot. Part of the Timber Mill = Shores=20 road will be blocked off.

    The club = obtained=20 permission from the four property owners, including The Baney = Corporation, South=20 Valley Bank and Trust, Title Management, and Klamath County.=20

    The Rip City Riders donate earnings from = their=20 summer fun runs to local charities. This year, the club is giving to = Stop the=20 Hurt, an educational campaign aimed at stopping child abuse in Klamath = County.=20

    Supplemental budget=20

    approved

    The City Council = approved a=20 supplemental budget that adjusts the city=92s $71 million budget by = about=20 $331,525.

    City Finance Director Phyllis = Shidler=20 said she was asking for the most changes she ever has in a supplemental = budget,=20 but the dollar amount was relatively low =97 less than a half of 1 = percent of the=20 budget.

    The general fund increased by = $331,525=20 in the current budget year. Of that, the finance department allocated = $165,950=20 to various departments, put $82,800 in contingency, and left $82,775=20 unappropriated.

    Extra revenue came = from more=20 carryover funds than expected; charges for services that were lower than = budgeted; and state funds for 911 communications that go directly to the = agency=20 but are still required to be noted in the city budget.=20

    Of the 13 changes to the budget, six = gave=20 departments more money, five redistributed other departments=92 excess = money, and=20 one adjusted figures in the Building Fund.

    City transparency=20

    questioned=20

    During the public comment period at the = March 21=20 City Council meeting, Klamath Falls resident David Reed raised questions = about=20 the Council=92s transparency as a governing body.=20

    =93It is apparent there is an absence of = transparency and disclosure within our local government,=94 Reed said, = naming the=20 Klamath County Board of Commissioners and its use of executive session.=20

    Reed questioned whether a public meeting = held=20 March 14, called a =93special meeting=94 because it was not part of the = regular=20 bi-monthly Council meeting schedule, was legal. He said it wasn=92t = properly=20 advertised.

    =93I,=20 as a reasonably diligent citizen, had no knowledge about that = meeting,=94 he said.=20

    City Manager Rick Whitlock said the city = followed all necessary public meeting protocol, giving 72 hours notice, = which=20 exceeds the 48-hour notice requirement. =

    =93I agree=20 we do owe the public transparency and openness,=94 Whitlock said, adding = the city=20 does that.

    The four Council members at = the=20 meeting said they were committed to transparency. Council member Bill = Adams=20 added the last-minute meeting was =93appropriate for the = circumstances.=94=20

    The meeting followed receipt of an = opinion from=20 the Oregon Attorney General=92s Office saying the city and county could = legally=20 exchange restricted road funds for unrestricted street funds, freeing = money to=20 fund jail operations. On March 11, the commissioners asked the city to = swap=20 funds.
On March 14, the Council held = a public=20 meeting to discuss it =97 though no members of the public attended =97 = and decided=20 that if a tax levy to support the jail for three years passes, the city = will=20 swap funds.
