    A look at what=92s = going on in=20 local government:

    The K lamath Falls = City=20 Council gave the motorcycle club Rip City Riders exclusive use of = Veterans=20 Memorial Park for its three-day event in July, as well as permission to = have a=20 walkaround beer garden.

    Rip City = Riders=92 fourth=20 annual Summer Fun Run and Festival, July 8 through 10, will raise money = for Stop=20 the Hurt, a Klamath County organization seeking to stop child abuse.=20

    Council member=20 Trish Seiler said she normally does not support beer gardens, especially = in=20 public parks, and said 75 percent of child abuse stems from alcohol = abuse.=20

    T a m e r a B a n c r o f t , = spokeswoman for=20 the Rip City Riders, said drinking alcohol does not mean people will = abuse it,=20 particularly at a public event with a band, vendors and food.=20

    For the past three years, the event had = an open=20 beer garden at the Epicenter Bowling Complex and the group didn=92t have = any=20 issues, Bancroft said. Ten club members are alcohol monitors who have = worked the=20 Klamath Blues Festival, which had
an = open beer=20 garden in Veterans Memorial Park.

    =93I = appreciate=20 your concerns,=94 Council member Dan Tofell said to Seiler, =93but the = parks =85=20 advisory board unanimously supported the request, and I=92m inclined to = agree.=94=20


    Council also=20 unanimously approved the request.

    The = Rip City=20 Riders=92 event outgrew the Epicenter space, Bancroft said, and the = group wants to=20 move it to the park to help stimulate the downtown economy.=20

    Rip City Riders=92 San Francisco branch = will come=20 up for the event, as will bikers from around Oregon, Washing ton, = California,=20 Idaho and Nevada. In the past they=92ve stayed in hotels and eaten in = restaurants=20 near the event, Bancroft said.

    In the = past three=20 years, the event has raised more than $30,000 for local children=92s = organizations=20 =97 SMART, Junior Achievement, and Citizens for Safe Schools. =


    Waste Management=20

    recycling fee denied=20

    Council denied Waste Management=92s = request to=20 impose fees on commercial customers who overfill recycling containers.=20

    The fee was an effort to deter = commercial=20 customers from stacking cardboard boxes on top of and around their = 64-gallon=20 containers rather than upgrading to a larger container, costing Waste = Management=20 extra in time and labor and creating a safety hazard for employees, said = District Manager Ben Hirengen.

    Waste = Management=20 has an exclusive franchise agreement with the city for its garbage = removal,=20 which means the company has to obtain Council approval to impose fees=20 or increase rates.=20

    As part of the new service, Waste = Management=20 added a recycling component, giving all customers, including commercial=20 customers, 64-gallon recycling containers at no extra cost. A larger = container=20 adds cost to the monthly bill for waste removal.=20

    A f t e r d i s c u s s i o n , Hirengen = said he=20 saw Council members=92 point about the containers being too small and = the fee=20 potentially being too large, and said he withdrew his request. He said = the=20 company was redoing its rate system, and he would incorporate potential = fees for=20 overfilling waste containers then.


    New Finance=20

Department building

    The city = will=20 purchase property at 222 S. Sixth St. as the new Finance Department = headquarters=20 for $334,000.

    Rich Bogatay of = Fisher-Nicholson=20 Realtors was the city=92s real estate agent. =

    City=20 Manager Rick Whitlock said the building needs some renovation before = it=92s ready=20 for the department; the city will spend just more than $200,000 to add = an=20 elevator, stairs, and a bottom floor restroom.=20

    The Finance Department will move out of = 500 Main=20 St. and into its new space in April.

    Costs for = purchase,=20 renovation and movein will amount to about $630,000, Whitlock said.=20

    Finance Director Phyllis Shidler said = the city=20 may pay cash for the building using the city=92s Building Reserve Fund, = which=20 contains more than $2.2 million, or it may borrow money and pay back the loan using rent money that previously = went to=20 leasing the 500 Main St. space =97 $4,500 per month.=20

    The city has been leasing 500 Main St. = for=20 nearly five years, paying upward of $240,000 in rent, as well as = building=20 maintenance and repairs. The lease expires in April 2012.


    California Avenue=20

    C=20 o u n c i l a p p r o v e d $179,961.61 in change orders on the = California=20 Avenue repaving project last summer.

    The = change=20 orders will bump the project cost to $405,740.05. In August 2009, Knife = River=20 Materials was awarded the contract, initially for $200,643.70.=20

    The city repaved California Avenue from = First to=20 Delta streets, including grinding out old asphalt, stabilizing base = materials=20 under the asphalt, a nd i n st a l l i n g c u rb ramps compliant with = the=20 Americans with Disabilities Act.

    C ou nc = i l i n=20 M a r c h authorized a $25,134.74 change order for nearly 5,000 square = feet of=20 additional grinding, extra traffic control, and additional costs = associated with=20 installing a water line under the = street=20 between grinding and repaving.

    K n ife R = iver=20 billed the city the additional $179,961.60 in October for paving work = the city=20 tacked on =97 intersections and ADA requirements =97 and unforeseen = materials as=20 crews discovered after grinding that the base layer under the asphalt = needed to=20 be repaired before repaving.=20
