The fee was an effort to deter =

customers from stacking cardboard boxes on top of and around their =

extra in time and labor and creating a safety hazard for employees, said =
District Manager Ben Hirengen.

has an exclusive franchise agreement with the city for its garbage =

which means the company has to obtain Council approval to impose fees=20

As part of the new service, Waste =

added a recycling component, giving all customers, including commercial=20
